You can issue a legal notice and demand refund of the amount paid by you towards the service that was not given to you.

Yes. You can issue a legal notice to refund the amount for which you paid service but not provided.

If there is no response to your legal notice also then you can file a money recovery suit directly before the court on the basis of the supporting documents in your possession to establish the debt to be payable to you
