There is no hard and fast rule as such either of them can purchase.

Mr.Gaurav. Stamp paper for rent agreement can be purchased either in the name of tenant or in the name of landlord.

If it is for less than one year then better it is the owner to buy and if it is for more than one year, then the tenant. As this is a matter of jurisprudence.

For execution of a RENT NOTE stamp paper is to be purchased by a tenant in his name whereas for a RENT AGREEMENT any of the parties may purchase stamp paper in his name.
