LEGALITY OF MEMBER OF CIVIL SOCIETY IN THE COMMITTEE TO DRAFT LOKPAL BILL

Is it legally right to include members of civil society other than elected Members of Parliament in the committee to draft Lokpal Bill ? Requests the legal position and the opinion of the learned LCI members in this regard.

Any reason for preference of only Members of Parliament to decide the fate of public in a democratic set up? Public representatives of sufferers is a must to be involved in deciding about such a very crucial law. Rather more public figures should be involved to frame such type of laws.

However, if you feel that only inclusion of MPs for drafting of all the laws is legally right, you may also quote any legal position.

I am not justifying the politicians or against the inclusion of members of civil society/public. But how and why just a very few members has been appointed in the Committee. I just want to know know the legal position.

Your present clarification is quite contradictory to the question posted by you. In that question you wanted to know the legal position about why Members of civil society and why not the members of the Parliament to be included in the committee to draft the bill, now your clarification suggests as if you want an army of people to be included, why only a few appointed in the committee.

So, first of all, you need to decide, what actually you want to know about. No law provides that to draft a bill there should be or should not be just a few or more members to be included in the committee.

The government or the Parliament is the deciding body.
