State governments offer many concessions and incentives for small and tiny industries like:
# tax exemption
# exemption from payment of EMD in government tenders
# subsidised rates on stalls in government conducted exhibitions
# free participation for India International Trade Exhibition at New Delhi conducted in November (14th) every year.
# concessional participation fee for seminars and trade workshops organised by government etc.
These are only a few examples.

You need to register as a small/tiny industry if you have to avail loan facility from the centre/state governments. If your activity comes within the scope of Khadi & Village Industries, you get good support from them in the matter of finance and marketing.
You better contact the local Industries Department for further details.

You can operate the business from your home in case the locality (or colony) is not planned and sanctioned as a purely residential colony and there is no prohibition from the MC, TCP or the PUDA to use it for commercial purpose.

If there is no prohibition for such use, you may as much space as suits you.

Regarding tax benefits and loan facility from government, you may contact the local sales tax, District Industries Centre and other offices as suggested by Mr. Rao.
