Non filing of returns

I know one person who has not filed his returns nor shown his income proofs anywhere after his return from Saudi Arabia
need to complaint against him

Please give proper information regarding where should I contact

There Is no personnel grudge ,as a indian and a person who is filing returns every year . and this person started making fun what difference u will receive if u are a tax payer and non payer .. so just want to show him rite path as a good citizen
