Your claim against someone cannot be denied even by law, if becomes due on issue of a valid instrument by him in your favour.

in simple language the expression is self explanatory...

legally enforceable + liability

the construction of provisions or statute may not be technical all the times...sometimes literal meaning is enough to construe the meaning...
