If what you say is correct that the bride groom demanded extra dowry after engagement and it is because of that you are cancelling the marriage programme, reply to the notice stating the same facts. There is nothing wrong.

You have not stated what allegation the bridegroom has made in his notice. He cannot enforce marriage, if marriage is cancelled and the girl is not willing to marry him. Better send reply to the notice through some learned advocate on family law.

absolutely the marriage can not be enforced....the other side might have got worried, suspecting you may take some police action...or some other money related reasons...
consult some local lawyer, show him the actual contents of the notice and reply in strong words...and mention specifically about the huge dowry demand being made by the other party and your intentions to take criminal action against them...they will get a lesson.
