prior to enforcement of Advocate Act, some categories were permitted to appear and plead the case on behalf of a party in the revenue courts. These persons were known as mukhtars, revenue-agents and/orrecognized agents in various parts of country.

Dear Pratik,
Mukhtar is an Urdu word and is in law it is known as a legal practitioner on the criminal and revenue side only, or a person holding a Power of Attorney.
On the other hand a Revenue Agent is a person admitted under the Legal Practitioners Act 1879, as a revenue agent (probably for the purpose of collecting revenue on behalf of the Government).
