Query regarding Land Tax

If an individual (residing in Kerala) pays Land Tax against the agricultural property of a deceased person (his unmarried sister and mother) for 12 years continuously.. does he become its rightful owner ?

Get the Khata changed in their names. Any person can pay the Tax in the name of Owner. If he had no LR's they can became owner on succession
