Respected Members,
I wish to know whether a student of Institute of Chartered Accountants of India (ICAI) can get a copy of his exam paper by filing an RTI application ?
The matter is serious as my dear friend, who is poor, was expecting and confident of securing 60+ marks in a paper but was declared as failed in that paper, thereby spoiling his career and putting additional burden on him mentally & financially on his family.
Your guidance at the earliest would help someone's career and probably his life !!
Please help !!

Section 8 (d) of the RTI Act says
"information including commercial confidence, trade secrets or intellectual property, the disclosure of which would harm the competitive position of a third party, unless the competent authority is satisfied that larger public interest warrants the disclosure of such information". Generally the above exemption will be quoted for this type of application. However, the aggrieved student (self) can try by filing application under RTI, if there is no response, file first appeal, still there is no response, there is every possibility that the second appellate authority will dispose the case in favour of the student. for your benefit I am attaching the following files. But time from original application to disposal of second appeal will be too much to get the redressal for the student. However, I am enclosing the following in the attached file which may be useful for the student.

I have gone through some posts which cite that answersheet would be provided under RTI application, but the said order has been stayed by the Delhi HC....
What is the latest position ?
Is it still possible to get the copy of answersheet ???
Please help !!!
