Infringements of rights

Dear Experts,

Recently I have been staying in apartment where due to covid 19 , secretaries are coming with illegal laws  without circular and without any society being registered. One of instance where secretary didn't allow relatives or anyone inside the premises and this all they are doing without any circular. They have kept a bunch of security guard who are acting as securities for these so called secretary.

Another instance where they are not giving proper allocation of parking .

And another instances where they are not allowing essentials like medicine , food and groceries to be delivered  to the tenants rather they are forcing people without any circular to pick this outside. They are not providing any circulars with signature or society number. 

I feel this are against the rules which government has set and i feel this are infringement of human rights. 

Please enlighten as to where we can complain this . and what actions can be taken against this.

It seems to be an academic query. However complain to the Registrar of Cooperative Housing societies or RERA.

Is there any way I can know where and how to complain to the registrar. And I doubt they have registered the society so how can i find out if it is registered and if it is not what actions I can take against the secretary. Because he is also harassing people and shouting on tenants specifically women and misbehaving on phone if asked why he is not allowing essentials inside premises and why he is acting above the govt rules for covid

The secretary or the president cannot take law into their hands while imposing such restrictions.
They should have decided about such restrictions in a emergency meeting of the members and passed a resolution to enact such restrictions in the form of byelaws .
The affected parties can vent out their grievances and can instruct the office bearers to refrain from indulging in such undesirable activities which are aainst the interest of the members by issuing a legal notice and followed by complaint with the cooperative registrar, besides dragging the association to the consumer forum for such unfair trade practices.
Discuss with an advocate and proceed as suggested.

can i in the house agreement include that if secretary take law into his own hands , we can register an FIR against him . Is it possible to include this in the house agreement with help of owner so that secretary will be in limits and wont do hooligans activities in the name of society?
