sir,
i am working in maharashtra pollution control board as JRF from last five years.
Appointment done by advertise, 40 JRF working with me all over Maharashtera. the JRF is not the post in Board, our work techinical. out of 40 JRF 30 JRF are selected as Field officer ( Permenant)by open selection can we remaining 10 JRF become Permenant?

No. the contractual employees have no lien on the post. Moreover, nature of job is different. The permanent posts are filled under the scheme. That may be by direct recruitment or through any policy of the state government. However, the contractual employee can have preferential right on the basis of their experience and working in the organization , whenever the state government has an intention to fill the posts. thus you can seek directions from the High Court for consideration of your candidatures and also for relaxation in qualification and age etc. .

Recent judgment of Supreme court are against the pick and choose system of backdoor employment. For regular employment you must be qalified and come on merit. You have first right of appoint ment to the extent that you must be called for interview waiving age bar but you should be qualified as advertised and stand in merit.
