abuses given in writing by a 16 yr old boy to his classmate girl on facebook.

You may be post this query how many times, but answer will be same. If that girl got abuse from that boy mean, there will be an option to block that person, or she may be sent abuse report on him to the admin. The admin will block his profile. Thats only can be possible on a social network. But practically you can't punish him since face book is a social network

police can take action against him under IT Act and IPC and may proceed in juvenile justice board.

Charges may be taken against the said juvenile under the Information Technology Act and other provisions of Indian Penal Code as stated by Mr. Arvind.

Initially a severe punishment was prescribed under the IT Act for such obscene electronic material but now those sections have been amended and made the offence a bit milder. Still its a severe offence and police action lies therein.
Lodge a police complaint which shall be forwarded to the Cyber Cell.

Since evidence is very clear, you can lodge police complaint. The case can be filed by the police under juvenil act.

As a precaution for future, the girl may also follow the guidelines, as available in the link provided by Mr. Bhatia.

Young boys should be taught a lesson by light punishment, to be disciplined in this new age of IT, especially in matters of girl.
One such punishment will stop new offences.
