Property rights transfer of satta prakar b

Dear Sir

My father had purchased this plot/land of 3000 sq. feet in 1976. But He didn't know that out which 1000 sq. feet is under government lease i.e satta prakar b and rent agreement has expired in 1987.
Now main problem is that we are doing partition of land that I have two elder brothers. So we will get 1000 sq . feet each. And I am getting 1000 sq. feet of satta prakar b.
So we have contacted city survey office but they said land can not be transfered to only one son or me. It will automatically go to three of us as law of inheritance and father will not do will.
Also conatacted local layer he told that do a will of father.
Kindly provide the way through this and guidance for further procedure.
