can a builder start construction after receiving the permission from nagar rachana? if it is a n.a. plot

if not how much time a collector will take the time for permission of construction?

Besides town planning department approval the NA conversion approval by the collectorate is essential for construction. It depends on how the builder moves papers with the concerned departments accordingly.
