Procedure for Obtaining Driving Licence: Mizoram

No person can drive a motor vehicle in any public place unless he holds an effective driving licence issued to him, authorising him to drive a vehicle of that particular category. The following two types of licences are issued:

Learner's Licence: This is a temporary licence valid only up to 6 months. It is issued to learn driving of motor vehicles.

Permanent Licence: One becomes eligible for a permanent licence after the expiry of one month from the date of issue of the learner's licence.

Eligibility

  • Age eligibility: 18 years.
  • For vehicles up to 50CC engine capacity & without gear -- 16 years. (Provided parent's/guardian's consent is obtained.)
  • For commercial vehicle - one year non-commercial light vehicle + 20 year.
  • The applicant should be conversant with traffic rules & regulations.

Procedure

  1. For Learner's Licence : After verification of your documents you will have to go through a learner's test. Before the learner's test, colour blindness inspection is carried out. The learning licence is issued to the applicant who has passed this test.
  2. For Permanent Licence : After scrutiny of your documents you will be put through the driving test. For the driving test you have to bring your vehicle with you. You will be tested for your driving skills, familiarisation with the vehicle, traffic rules & regulations. You can be asked about the vehicle system and safety.

a) For a Learner's Licence: The documents required along with the learner's application form are as follows:

  1. Residence proof - attested copy of any of the following:
    • Ration card
    • Life Insurance Policy
    • Passport
    • Voter Identity card
    • Pay slip issued by any office in the Central/State Govt. or a local body
    • The consent from parents in blood relation can be treated as residence proof, if parents enclose their residence proof.
    • Other authentic proof acceptable by the Motor Licensing Officer (MLO)
  2. Age Proof: attested copies of any of the following:
    • School certificate
    • Passport
    • Birth Certificate
    • Certificate from Central/State Govt. or a local body
    • Identity card/voter list
    • Other authentic proof acceptable by the M.L.O.
  3. Form No.2 (PDF file that opens in a new window) : Application for learner's licence with passport sized photograph.
  4. Form No.1 A (PDF file that opens in a new window) : Medical certificate - It is required in case of commercial licences.
  5. Form No.3 (PDF file that opens in a new window) : Learner's licence form with photographs.
  6. Form No.1 (PDF file that opens in a new window): Self-declaration of medical fitness.

Remember to bring the originals of the documents whose attested copies are enclosed.

The prescribed fee for a learner's licence is

  • Rs.30/- for one category.
  • Rs.60/- for two categories.

b) For a Permanent Licence

Please carry the following:

  • Your valid original learner's licence.
  • Application in Form No.4 (PDF file that opens in a new window).
  • Rs.200/- for the licence.
  • Proof of age and residence (as attested photocopy as well).
  • The vehicles for which category you are applying the licence.
  • Your original licence in case of endorsements of categories. Remember to bring your original documents along with the above.
