Corruption is basically of public servants. If public servants are corrupt then he looks other way when others are corrupt. Accountants become corrupt as public servants punish them otherwise. This speaks volumes about this country.

Good article.Corruption at lower level is due to insufficient products and services.Less trains and more travelers.People desiring admission of children in particular school.Lengthy procedures etc.
