Bee protection is admissible if you have applied through proper Channel for a higher or equivalent post

I have applied through proper channel and also got Technical Resignation. I was a Central Government Employee and after tendering technical resignation, joined Punjab State Government Department. Kindly guide about pay protection and service count. 

In the given facts, your past services ould be counted for all puroses and pay would be protected, if such protection is applicable.

If you have been granted technical resignation with lien, then you are eligible for pay protection as well as swervice experience for the purposes of pension etc.
