The National Human Rights Commission took the cognizance of a complaint submitted by Smt. Ratni Devi, w/o Late Shri Bacchulal, r/o Village Silanga, District Chamoli, Uttaranchal with the submission that her husband was serving in PAC (UP). He retired from the service in 1955 and died on 30/11/1981. He was drawing pension from Almorah Treasury. She has been trying since 1981 to get family pension but could not succeed. She sought intervention of the Commission in releasing the family pension.

As the requisite report was not received from A.G., Govt. of UP, Allahabad, the Commission issued Summons to A.G. Govt. of UP, Allahabad to appear before the Commission on 23/9/2008 or send the report to the Commission on or before by 16/09/2008.

In response, the Accountant General (A&E) II, UP has submitted report stating that the family pension payment order for the disbursement of family pension has already been sent to A.G. Uttrakhand, Dehradun for making payment on Ranikhet Treasury through special Seal vide this office letter No. PA/1052 dated 15/7/2008 on receipt of the sanction of family pension by the complainant's department i.e. Commandant, 9th Bn. PAC Moradabad with the letter dated 17/4/2008 of the Treasury Officer, Moradabad.

The A.G. of Uttrakhand, Dehradun has also authorized of family pension in favour of Smt. Ratni Devi and has been sent it to T.O. Ranikhet, Almora under intimation to the pensioner. The family pension has been sanctioned to Smt. Ratni Devi after 27 years after the intervention of the NHRC.
