Clash of fundamental rights

Clash of fundamental rights Article 25 says "all persons are equally entitled to freedom of conscience and the right to freely profess, practice, and propagate religion subject to public order, morality and health." Further, Article 26 says that all denominations can manage their own affairs in matters of religion. If they make such rules that they would to participate in election only after clear their assessment On non payment not able to participate means itself loses my self respect And paid that means I am forced to pay in the fear of self respect What is the solution to end such rules Does church should set off the members assessment to nil or c/f till they get cleared
