Does the marriage registrar's office serves and sends notice to the concerned parties addresses???

Yes.  if you intended marriage notice before the Registrar of Marriages, he shall send  notices to the addresses given by the parties, for affix notice panchayat/Municipality and Tahsildar offices.

What can be done so that girls family doesnt come to know about it..... If they will come to know about the intented marriage she will be house arrested by her family.

It is best to drop the matter of marriage.  When girl is not matured enough marriage will lead to disaster.  Taking police help and getting married is the worst thing any one can do to self.

The notice shall be placed on the notice board of Registrar of Marriages and it is not being sent to either party.

Consult a local lawyer for better appreciation of facts and proceed.
