TRAI invitation on spectrum

Telecom Regulatory Authority of India Invitation of Expression of Interest Telecom Regulatory Authority of India (TRAI) invites Expression of Interest from consultants/consultancy firms having expertise in providing consultancy on the issue of Spectrum Trading. 1. Scope of work The consultant shall provide consultancy to TRAI on the need/desirability, timing and approach to spectrum trading keeping in view the technical, regulatory and legal issues prevailing/expected situation in Indian Telecom Sector and the experiences of other countries. Though final scope of work shall be given in Request for proposal after short listing the probable consultants/ Constancy firms, the following is the brief of the expected work: a) Desirability and timing for allowing Spectrum Trading in India. b) Modes of spectrum trading and the mode suitable in Indian situation/Environment. c) Trading mechanism suitable for India. d) Licensing and Regulatory/Legal/Technical/commercial issues. e) Spectrum Trading Implementation Issues. f) Spectrum Sharing, its feasibility and issues involved in context of Indian Telecom Sector 2.Inputs to be provided by TRAI TRAI will provide the required office facility in TRAI premises and will facilitate the consultants access to data, reports etc. available in TRAI. 3.Eligibility and pre-qualification/Area of Specialization The consultant must have experience of having done consultancy on “Spectrum Trading” for telecom services in at least two countries, out of which one country should be from the following list : Ø USA Ø Canada Ø New Zealand Ø UK Ø Australia 4. The consultant/ consultancy firms who fulfills the eligibility conditions may send their willingness incorporating details regarding eligibility & qualification/area of specialization alongwith the comments on the objectives and scope of the work to the following address latest by 14th November 2008.
