Rera claim on unregistered agreement in punjab

I purchased a flat from a builder in Punjab who is more than 3 years late in delivering the unit. I want to file a compensation claim with RERA. My builder-buyer agreement was signed in January 2017 while the unit was booked in 2016 before RERA was introduced. The agreement is on a stamp paper but it is not registered. Can I file a RERA claim under such an agreement? Also, in case, i register the agreement now, will its terms and conditions come into effect from the date of signing ( 2017) or date of registration (present) Thank you

Hello,

You cannot claim any relief before RERA authority against your builder. But you can approach consumer forum against the builder for deficiency in services about the delay in possession etc. You can claim compensation from the builder before the consumer forum.
