Requirement of NOC for Registry

As I want to purchased plot in name of lady who died but his husband and children are alive now if I want to purchase that one whose noc or consent will be required at time of registry Also they are saying registry can not be done right now what can be done please guide

Get it done mutation on her husband name. So husband will have rights to sell it. Mutation is the change of title ownership from one person to another when the property is sold or transferred. By mutating a property, the new owner gets the property recorded on his name in the land revenue department and the government is able to charge property tax from the rightful owner.
