Registering marriage at place other than your home town

respected seniors,

kindly help me for this interesting case,

A Couple ( majors) doctor by profession, got married by vedic (hindu) procedure in some govt. approved NGO.

then they tried to register it with the municipal corporation in the boy's town; where incidently girl's parent's reached and had created nuissance and voilance in the office premises. the couple got frightened and went off to th other place ( district)  well acquented to boy, and registerd their marriage there in with the help of all the documents and a certificate issued by municipal corporator stating that the boy is a temprory resident of that town.......

my questions are:

1)  can one register their marriage in any corner of india , even he/ she is not permanant resident of that place.

2) will this act be called as fake registration as the boy is not permanant resident of that place.

please answer

As per The Special  Marriage ACt 1954, Section  15 (f ), the condition is , the parties have been residing within the district of the marriage officer for period of not less than thirty days immediately preceding the date on which the application is made to him for registration of the marriage.
