Dear Sirs,
We want to purchase a plot from a person who had got allotted the same from Kanpur Development Authority on Lease for 99 Years in 1991. There is no construction on the plot till date. Can we file a Registered Sale/Purchase Agreement in Registrar's Office to bound the seller to sale plot to us within agreed time as many sellers denied to sale the property after oral finalisation of sale. If not then please tell the procedure so the seller can not change their rates or refusal of sale of the plot.
