Use of four-lion ashoka symbol

Who is allowed to use the four-lion ashoka symbol (that appears on currency notes, govt documents etc)?

 

For example, if a person is employed in any official capacity for a state govt, can he automatically use this symbol on his visiting card, car number plate etc?

The Lion Ashoka symbol is not a decorative symbol.

Alas, I have seen visiting cards of lot of state government top officers using the ashoka symbol.
