can a tenant repair premises without giving notice to landlord..?

and wat if the tenant without giving notice files a civil suit for permission to repair the damaged property on his own expenses.?

is there any citation if the case is filed withoud notice to landlord to make the present filed suit valid coz in my opinion the 15 days notice is a statutory notice under maharashtra rent control act
