Couple of months back govt. was talking about reducing the stamp duty from 8% to 4%. Due to elections this process was stopped (if I remember right). Has this been implemented?

I bought the house in Chennai (Tamilnadu). I read about this reduction in stamp duty in paper may be couple of months back. I just want to confirm whether this is true.
