You can address the designated Public information officer seeking the information/documents required and hand over it over at the Post office by paying Rs.10/ as the fee for the same. The Post office will forward the same to the PIO under RPAD with a copy to you. You can also send the fee by DD and send it to the PIO directly also..

Dear Issac, Would you please elaborate on the issue . I am facing problem in handing over the RTI applications to the post master at RK PURAM -500056. What is the mode of payment to the post master. Should I pay cash? Will he give me a receipt? I was sending my applications direct to the PIO along with a 10 Rupee postal order attached by post putting appropriate postage. And then under UPC. The post master has informed me that UPC facility has since been withdrawn.Sending by regd post is costing me dearly being a poor pensioner. Pl do help clarifying the issue further.

I have to check up about the withdrawal of the facility by the postal department.

HARIDAS MANDAL JI ,

U CAN WRITE A APPLICATION TO PIO THAT OFFICE AND U PAID THE RTI FEES OF RS 10 THROUGH INDIAN POSTAL ORDER EASILY ,THEN POST THROUGH SPEED POST .

My dear Raj Kumar

What we are discussing is the withdrawal of UPC facility, the cheapest mode of sending letters through post offices across India. This was most economic and useful for RTI applicant to seek info under RTI Act. As is confirmed by some learned members that UPc facility has since been withdrawn . One of the reasons mey be to dampen spirit of the ever increasing info seekers under RTI Act. I do not know why RTI activists have not raised a hue and cry on the issue?

Secondly someone in this forum has intimated that one can submit a RTI application to the post master with Rs 10 paid as the application fee. I have asked for clarification as RK PUram post office at secunderabad-500056 is not aware of such order and not accepting any application with a payment of Rs 10.

I was sending my application to the PIO with Rs 10 postal order enclosed insiae an envelop posted with appropiate postage stamps affixed. The envelop was then handed over to the post office under UPC which use to cost me Rs 3 per three letters to diff addressees. Post office use to acknowledge UPC  which became a receipt by default. It worked as the recipient responded.

Now I am to send such letter by registered post as otherwise the PIOs may throw the unregistered letter to the nearest dust bin with no trace left .Post office will not take any responsibility for unregistered posts.

Whether it is sent by Speed post or by registered post it costs heaviliy for the common man.It is therefore a draconian step( withdrawal of UPC facility) and intend to discourage info seekers under RTI Act 2005.

I would therefore like to request Sri Issac one again to brief us on the alternative method of submitting the letter addressed to PIO to the post master.

Dear Sri Issac

Thanks five lakhs crores( that's the equivalent of treasure mis-using the Temple premises of Swami Padmanavan by the so called respectable Royal Family of Travancore). I am sure many who are following this thread will be benefited from the info provided.

Haridas

Thanks a Lot to learned Mr. Issac Gabriel.

Dear Sri Isaac

I made a vis to the nearest post office at RK Puram-500056. The post is on leave. The assistant was clueless about accepting my application along with Rs 10 as the fee. Can this point me agitated in this forum? Many like us will be benefited from this proceedure if accepted by the post office. With UPC withdrawn RTI activism is proving abit costly especially besides being slowly being poisoned to death by the misuse of Sec 8 by the PIOs.

I invite other learned members to agitate on this issue as submission of the RTI application is the first step . But that should not be too costly for the Aam Admi.
