Redevelopment agreement - dispute ?

The govt. of Maharashtra directive on Redevelopment dated 3rd jan 2009 states the the development agreement shall be registered as per THE REGISTRATION ACT, 1908.
wish to be guided on the following :

1) What relief can a member of society seek, in case the developer doesnot honour his commitments made in the agreement ?
2) Can anyone please give me a link or quote as to what the act says about any 'disputes' that might crop up after registration of the said agreement ?
3) Is it true that the society or its member has only a period of 3 yrs to appeal against the agreement and after the said period of 3 yrs, no appeal against the agreement is accepted by courts ?

The directive cannot operate with retrospective effect.
