notary is a Government appointment. 

He is authorized to attest documents.

Minimum qualification for  a  notary is 10 year practice as an advocate.

but sir a advocate who is practising can't do notary as per the notary act only lawyers are allowed to do notary.

Purely it is poltically appointment.  If notary is requied or if any notary place isw vacant govt., will invite an application from the advocates who got 10 years of practice.  Previously it was directly appointed with the influence of the politicians but now it is changed interview will be conducted, this is a drama, it also purely based the influence of the politicians and influenced person.
