I have heard about a supreme court ruling which states that the monthly salary of a government employee is a matter of right and it can not be refused or withheld. Only in case of punitive action like 'dies non', salary can be deducted for those days only. Can anybody confirm this ruling and provide link to the judgement?

Only minimum wage not upper case is a matter of right.
