it is the responsibility of complainant to give correct address of opposite party to the court. if the address is correct opposite party is avoiding by playing tricks publish in the newspaper and get warrant of arrest issued by court.

Steps should be taken to get issued the summons to the Head of the department where the concerned person is employed with,whereas if summons is returned unsewrved for three times, then if you feel any foul play involve,for return of summons,then you can make a prayer before the court for getting service of summons by hand,and try to delever the same.
