Garages below first floor , who should bear repar cost?

The open garage is the by product of the foundation of the building and therefore it should be properly repaired by the housing society and not by the owner of the garage But few members insist that garage are ownership therefore it is responsibility of owner to bear the repair cost of ceiling/flooring/painting  and not society, how ever open parking space in the open ground  , society would bear the total cost , what type of rule
Should society form ,pl guide us

Dear Tipsy

This kind of small problem usually need to be done by the concerned society but as people are becoming individualistic in their approach I.e. why they talk of repairing by the actual owner. Better repair it by yourself and never expect too much from other.
