Neighbour not allowing to construct boundary wall

i want to construct boundary wall for my property, my neighbor is not allowing to construct the wall. Can they stop me from constructing the wall if I am constructing the wall inside my plot from the boundary. Usually the wall is constructed half way from the boundary so that both people can share the wall. If I create it inside my plot, can my neighbor object. My plot is vacant, so the neighbor throws waste inside my plot, how can I stop that?
