Interpretation of hon.supreme court order

Dear All,

when a slp (civil) is dismissed at  the admission stage in hon.supreme court and no furthur appeal is made then 

1) does it mean that all the issues raised in the plaint of the appallant are dismissed.

2) can reopening the same issue by one of the parties on other forum amount to contempt of hon.supreme court.
