Pil to be filed in mysore against a property in bangalore

Me and my family is being harassed by False 498A case. Now I want a file a Public Interest Litigation in Mysore Court against my FIL who's property is in Bangalore. He has Violated BBMP Bylaws like the Building is not as per the approved Plan, no Commencement Certificate, no Occupancy Certificate, Plan approved for Own use he has built apartment and let it for rent.. I have got the set of documents certified from BBMP. Now my question is

Can I file a against him in Mysore?

What case can i file(PIL or any other case)?

Kindly Guide.

PIL can be filed in a high court only,so if there is a high court in Mysore, go ahead.

Your problem will not come under the jurisdiction of Public interest litigation. To constitute a PIL the problem should be of public at large, not to a particular person. You can file a complaint before the concerned Municipal authorities.  If there is no action file writ petition against Municipal authorities. As advised by kalaiselvan you have to file in High court only of your state (Karnakataka).
