Service tax on flying schools: applette tribunal judgement

There was a judgement passed by the central excise appelette tribunal, stating that the flying schools with response and respect of the judgement passed by the delhi high court are not supposed to pay the service tax. When I got in contact with the flying school they said they are aware of the judgement but according to them the central excise has appealed to the higher court, when I asked the central excise officials they said they were not aware of any appeal to the higher court. 

Kindly go through the tribunal judgement and let me know if this is the final judgement, or if they claim, any ways by which I can find if the case has been appealed to the higher court.
