As far as I know, there is no Discharge Application as such. However you may pray before the trial court during framing of charges to discharge the accused if no offence is made out after reading the FIR.

 

Discharge is always after filing of chargesheet and never before that.

discharge application is always be filed after filling of chargesheet, so Sourabh Sir is right, but there are certain judgement which allow to file discharge application at any time of the proceeding go through 217 of Cr.P.C.
