Advise needed-no cooperation frm seller during loan process

Hello Experts,

I entered in a agreement to sale for a re-sale flat in Pune 2 months ago. I have paid him token + 10% of agreed cost of flat -  which is well mentioned in the agreement to sale. I have also paid stamp duty and registration etc and planned sale deed after bank loan disbursement. 

During my bank loan process, the seller is not co-operating at all, he has taken long time to provide right documents and even not ready to give joint bank account details as asked by processing bank. ( the property is in joint name - seller and his wife).  Apparently he is threatening me of a legal action now. 

The agreement to sale contains no time period limit to pay remaining amount. It also doesn't contain any clause about how to pay the remaining amount to seller.

At the moment, I have following queries :

1. If the seller is not ready to provide me details of his joint account, is there any way, i can convince the bank otherwise ? 

2. What kind of legal action can he seek and what can be the consequences ?

3. If I decide the cancel the agreement to sale at this point of time, 

a. Is it advisable ?

b. What will be the process to do the same?

 

Kindly suggest in this matter.
