Service tax and vat tax

Dear sirs, namaskarams. Whether the service tax and vat are compulsorily be payable to the govt. at the time of registration of any document along with stamp duty? And is it applicable to all the states or not? If applicable to some states, please inform how many states with name of the state. please let me know...........thank you sir
