You are obliged to apply in a prescribed form to the Municipal Corporation. Obtain Shops and Establishment Licence. You will have to obtain the licence for opening such cafe from Municipal Corporation, because the Municipal Corporation regulates the eating premises. At the same time, you may have to obtain the licence from the Commissioner of police / District Magistrate as well, if it also covers "entertainment part".
