Termination after 4 years of service

Sir,

My wife is working in an educational institution (getting grant etc. from central govt.) for the last 4 years. In the normal practice, they appoint persons and giving permanant order after 3 years.  Till then, they are not eligible for annual leave and getting only low salary compared to other permanent staff in the same catagory, but the p.f. is provided to everybody. 

Now, they want to terminate all temporary staff, who are working for the last 3 to 4 years in the organisation.  We would be grateful, if you can let me know, if we can take any legal action against this or what are the rule applicable in our case.

There are school tribunal for this grivances, you may file her case in that tribunal providedly, which order she has been given before apointment, whether on contract basis or permanant basis? if any order has given read the terms and conditions laid down in the appointment letter or order.   Also if more than one staff, are terminated , if it is a Govt institution , they all have to file their respective Adiminstrative Tribunal court for their proper justice.
