Mediation center vs. caw cell counselling

Dear experts,

I am planning to approach SLA's mediation center for to call my wife for counselling. As it is not binding on her, she may not come for discussion. If I approach  higher police official for counselling which normally happens in CAW cell, is she bound to attend the counselling? And, if she does not attend the counselling, will it be favouring me?

Also, please advise the pros and cons of counselling in SLA'smediation center and at CAW cell.
