Difference between charge sheet and charge memo

Hi 

My father in law is working in State Govt Corporation and he is issued a Charge Sheet. I was told Charge Memo is issued for an internal enquiry and Charge sheet is issued to take actions based on the explanation given. 

Would like to ask the experts here if there is any difference between a Charge sheet and a Charge Memo. Or are they one and the same.

There is nothing as charge memo.  The chargesheet contains the incidence and the misconduct charged against the employee.  After conducting the enquiry or alternatively issuing a show cause notice if the explanation is satisfactory, then by way of punishment a memo is issued to the employee.  They are two different things.
