Registration of notarized poa in absence of the principal

Hello,

I am out of India since mid-May 2012 and have prepared a power of attorney allowing my mother to take all decisions on my behalf related to bank transactions and property. I have to get my apartment (already done the agreement when I was in India) registered, but I have been told that we need to get the POA registered in order for my mother to be able to sign the property registration. I was told that some documentation needs to provided from the embassy, but I hope there should be some other way.

My questions:

1. Is a registered POA a must for property registration if the principal is out of town.

2. If a person has a notarized power of attorney and is out of the city or country, how to get the POA registered in his/her absence. And what documents need to be provided by the principal?
