Protection Under Aticle 311 of the Constitution of India.

A person employed in civil capacities under Union or State cannot be dismissed or removed by any authority subordinate to that by which he was appointed. In other words, if he is to be removed from service, he is entitled to the consideration of his appointing authority or any other officer of corresponding rank before he is so removed.

The object of this provision [Art.311(1)] is to save a public servant from the caprices of officers of inferio rank

The other security which is gurateed by the Constitution is that no dismissal, or reduction in rank can be ordered against a civil servant unless "he has given a resonable oppotunity of showing cause against the action proposed to be taken in regard to him."[Art.311(2)]

 Every action of the Central Government is taken in the name of the President. Appointments and dismissals too.There are 50 lac government servants (defence forces, postal employees, railways, civilians, para-military forces) Transaction of Business Rules of the Central Government delegates powers down the line and these are used and misused by the bureaucrats. As far as Article 311 is concerned, the President has not even seen the face of it.
