Decining rape statistics of india: wrong explanation

just look at the statistics. how situation improves. rape rate has decined a lot in india. but why? the explanations seems to be cynical one.

the reason why rape is declined are as follows:

1] shoddy/declining investigation

2] protocal is not followed carefully

3] poor legal procedure (the accused walks free during trial)

4] poor law enforcement

5] ill trained police

6] toxic social attitude etc etc..

but in all these reasoning one thing is taken for granted and that is: there are rape cases which are not proved.

this very idea is falacious because in the eye of law, a fact can only exist if it is proved beyond reasonable doubt according to section 3 of indian evidence act.

so how could there be a rape if it is not proved beyond reasonable doubt? it is like there exists ghost, fairies, devil and kind of things although there is no evidence to prove that these creature really exist.

this is the fallacy of the pre-conceived notion mentioned above.

now lets take this explanation of declining rapes in india: the rape is decling because rape does not happen.

people become more conscious about the evil effect of rape so they do not commit rape and thats why rape  rate is declining. how about that?
