Share certificate - transfer

I want to transfer Flat in my name and I have done following process till date
After my father expired in 2002 aug, my mother applied to transfer flat in her name - No reply recd from society

My mother send documents to Deputy Registrar to Transfer flat in her name and made Nomination in my favour she expired in 2010 December - no reply from deputy registrar

Now I have applied to Deputy Registrar on the basis of paper submiited by mother being Nominee but no reply recd from Deputy Registrar.

Please guide as per MCS Act, 1960
